Ban on Paris Polyphylla trade
ITANAGAR, Sept 22: While exercising the powers conferred by Section 144 Cr.PC, Ravi Dhawan, District Magistrate of Lower Dibang Valley District has banned extraction, trading, selling and storage of Paris Polyphylla plant in the district.
Citing that Paris Polyphylla plant locally known as Jungali Katchu is a rare and endangered species having high medicinal properties and as reports of the extraction and trading of this rare and endangered medicinal plant was going on in the district, the decision was taken. It has necessitated the district administration to impose ban on extraction and trading of Paris Polyphylla plant in the interest of conservation of such rare and endangered species, the order said. The order shall come into force with immediate effect and shall remain in force till further order.

ITANAGAR, Sept 22: The All Tagin Students’ Union (ATSU) has in a representation to the Director of School Education today sought cancellation of transfer order against Junior Teacher Navin Kumar Choudhary of Government Higher Secondary School, Daporijo.

Environmental orgs accuse EAC of bending ecological norms and legal stipulations

ITANAGAR, Sept 22: Reacting to the decisions taken by the Expert Appraisal Committee
(EAC) on River Valley Committee, held on Aug 24-
“Some of the subjects discussed and recommended by the EAC are not even on the agenda put out in public domain. These include projects of far reaching implications. This kind of decision making is completely imprudent, improper, unacceptable and legally untenable”, it said.

The explanation given for no public hearing that “extensive consultation at village level covering both influenced and impacted villages did take place during the period of report preparation” is clearly not acceptable, since the final study was not there during such consultations and in any case, proper structured consultation process involving legally empowered independent panel is very different than informal consultations, it said.
The explanation given by the EAC for no downstream impact assessment is puzzling, the organisations. Tawang River falls beyond the international boundary in Bhutan territory, it is not feasible to conduct the downstream impact study within a short span of time. In view of this, the committee did not find the downstream impact assessment study essential for Tawang river basin.” The organisations said that it was an admission that no downstream impact assessment has been done, which is the most important issue in North East India today, and to approve the Tawang basin projects and basin study without such an assessment is clearly going to make the projects and the study without any public acceptance.
There is already strong resentment and opposition due to the impacts of the Bhutan projects in Assam and similar will be the situation with respect to Tawang basin projects in Assam. The peaking power operation of the Tawang basin projects will also have downstream impact assessment, which has not been studied.
Centre expedites environment clearance process for Greenfield Airport, says Union Minister
NEW DELHI, Sept 22: The Union Civil Aviation Ministry is expediting the process of environment clearance for the Greenfield Airport and that the progress is satisfactory. This was informed by Union Minister of Civil Aviation Ashok Gajapathi Raju when Chief Minister Nabam Tuki called on the former at New Delhi today to primarily discuss the issue of Greenfield Airport at Hollongi, among others.
It may be mentioned that the Ministry of Water Resources has been supportive towards the project and is coordinating with Environment Ministry for clearing the issues.
The Union Minister while assuring his commitment to laying the foundation of the Greenfield Airport at an early date, mentioned that due diligence has to be observed for following the environmental norms before commencing the works related to the Airport.
Tuki also raised several other important issues including the possibility of introducing Boeing Services to and from Lilabari Airport for the benefit of the people of the state and also those from the North Bank of Assam. While submitting an appeal to this effect to the Union Minister, Tuki stressed on the need to introduce regular flights operated by private/public operators so as to facilitate connectivity to the national capital via Guwahati.
The Union Minister assured that he would pass on necessary directives to the operators to introduce regular flights in this sector.
The Union Minister further apprised the Chief Minister that works pertaining to the Tezu Airport is in progress and the Ministry is taking measures to expedite the same.
They also discussed the status of the Advanced Landing Grounds (ALGs) and the possibility of including civilian enclaves in all the seven ALGs to accommodate movement of civil aircrafts owing to the remoteness of the places. (CM’s media cell)

Blood donation camp conducted at RGGP
ITANAGAR, Sept 22: A blood donation camp was today organised by the NSS unit of Rajiv Gandhi Polytechnic, (RGGP) Itanagar in collaboration with Arunachal Pradesh State Aids Control Society (APSACS), RK Mission hospital and Arunachal Vivekananda Yuva Shakti (AVYS) in the college campus.
About 55 units of blood were collected during the camp. The blood will be kept at Blood Bank, RK Mission Hospital, Itanagar for further distribution to needy patients.
Earlier in the camp, Dr. Nabam Budh, Deputy Director (BTS & SBTC), APSACS as resource person on Blood Donor Motivation Programme, highlighted in brief about the importance of voluntary blood donation. In the question answer session, Dr. Budh allayed various myths and misconception related to voluntary blood donation. He called upon the students and faculty members of the institution to inculcate the noble habit of blood donation. Blood collected through blood donation camps are vital for saving the lives of innumerable hospitals patients, he added. Dr. LR Chaudhary, Blood Bank Officer, RK Mission Hospital appealed all the healthy citizens of the state to donate blood once in three to four months which not only tide over the acute shortage of blood in the hospitals but also enhances health of the individual donor. Once again BJP government at the centre is in news for all the wrong reason. Government of India today had to withdraw the draft of National Encryption Policy. The proposed policy document triggered widespread privacy concerns and generated a heated debate. The language of the draft was open to interpretation and implied that all citizens who use encryption services should store in plain text versions of encrypted communication for 90 days. So this may imply that one have to store WhatsApp messages for 90 days or face action in case asked to reproduce old messages.
Many saw this policy as infringement on their right. Especially the internet users
were worried that government is trying to enter into the private space. Telecom minister
Ravi Shankar Prasad while announcing the government decision to withdraw draft, clarified

This is regarding Speaker of Legislative Assembly Govt. Arunachal Pradesh Nabam Rebia, who has been dubbed as father of Bangladeshis in social network.
I voted in 2009 Assembly Election for the first time in which Nabam Rebia was elected as local M.L.A of 14th Doimukh Assembly Constituency.
Again in the last elections, he was elected uncontested MLA of 14th Doimukh Assembly Constituency and became Speaker of Legislative Assembly, Govt. of Arunachal Pradesh. His knowledge and potentiality cannot be challenged as he has been one of the longest serving MP of Rajya Sabha representing our state.
In these all elections, 1 have never felt that my valuable vote has gone in vain as I have personally found him to be dedicated, sincere, enthusiast, caring and learned leader. He is a practical man, not of mere words. He leaves no stone unturned to fulfil the dreams of his people and his principles are based on welfare of people only.
After Nabam Rebia ascended into power as a MLA; I have seen drastic changes in our constituency. Now, we have National Institute of Technology (NIT) at Jote, Film and Television Institute (FATI) at Jollang, State Law College (SLC) at Jote, Eco Tourism Spot (ETS) at Jote, Bamboo Industry at Poma and many more developmental activities like construction of road connecting Balijan and Tarasso without touching any part of Assam keeping safety as the prime motto for the people of Tarasso are under his credit.
Further, since very beginning as a students' leader, he has been very active towards Bangladeshi and Chakma issues. And have never been the supporter of the infiltrating Bangladeshis or the Chakmas. He has been a true leader and always cared for the safety, security and development of his people. And in doing so; in many accounts he put his life into risk while taking up various issues relating to boundary disputes.
As a local youth of his constituency, I personally salute him for his noble and tireless works towards the people of 14th Doimukh Assembly Constituency and the State as whole. Through this esteemed daily I would like to give him the title “Father of Developmental Activities, not the father of Bangladeshis”.

Clean water is our birth right
Dear Editor,
Through your esteemed daily, I would like to express my deep anguish and resentment that Koloriang in spite of being the district headquarter of Kurung Kumey district for a decade is still suffering from scarcity of drinking water. Even though it is fully surrounded by big river and perennial streams, the denizen of Koloriang are still facing a tough time with lack of drinking water. At present the water which is provided by PHE department is not at all suitable for human consumptions and any kind of household activities other then throwing it away. The moment you open the tape you can see muddy water being poured out. It is fully contaminated. One can see tadpole, snails, human hair and some kind of garbage materials. I do not know how far it is true but once I heard someone complaining that they found even a small baby snake in their bathroom which came out from the water pipe. And God knows what kind of bacteria must be present in that water which we receive and are not visible with our naked eyes.
And when one takes up this issue with the PHE department, who is responsible to look after this, they are least bothered. Every day you get to see general public repairing their own colony pipe line as they don’t receive any water in their house due to negligence by the PHE staff especially people living in Lower Koloriang, i.e, from CRPF Camp to VKV School.
Lots are to be done by the concerned department to resolve this crisis as we all are well aware that lack of proper drinking water is one the main reasons for which people are suffering from water borne diseases like typhoid, dysentery and many more. If this continues then rate of infected people due to consumption of contaminated water will be very high.
So, I request the officer and the other working staff of Public Health department, Koloriang to look into this matter very seriously. As we all know that water is the most essential part of our life and to get regular and clean drinking water is every citizen’s birth right.

Citizenship not at the cost of indigenous community
Dear Editor,
The recent Supreme Court Ruling directing the Centre and the Arunachal Pradesh State Govt. to grant citizenship to the Chakmas & Hajongs settled in the state within three months has come as a shock to many including the undersigned. As the final hearing for the case based on the petition filed by Committee for Citizenship Rights of the Chakmas (CCRC) was nearing, many of us were jubilant that the apex court's decision would uphold the hopes & aspirations of the indigenous people of the State. But with the recent ruling, all hopes have been belied. Since the very moment, the natives have expressed their opposition to the settlement of the Chakmas & Hajongs in the State with the All Aunachal Pradesh Students' Union (AAPSU) taking the lead. One cannot forget the numerous movements launched by the apex students' body of the state for deportation of the refugees including the “Refugees go back movement of 1995".
Yes, it is an accepted fact that the Chakmas & Hajongs were displaced from their
original homeland in the Chittagong Hills Tract in Bangladesh with the construction
of the Kaptai Dam by the then East Pakistan Government. The construction had submerged
large tracts of cultivable land in Chakma areas resulting in their large-
Our State is already battling the menace of illegal Bangladeshi migrants which have been checked upto some extent with Inner Line Permit(ILP). No individual or organization including the AAPSU has ever voiced its opposition to settlement of refugees (Chakmas & Hajongs) in other parts of the country.
Any such move shall be greatly be welcomed by the people of Arunachal Pradesh. But their continued stay in a protected state like ours shall always be considered as a threat to the interests of the indigenous tribes of the State.
Granting of Citizenship rights to the refugees shall set a new precedent which will be disastrous for the nation in the long run and will definitely embolden other groups to take legal recourse for securing Indian citizenship. There is an urgent need for the SC to reconsider its appeal in greater interest of the nation as the SC ruling if implemented by the Union & the State Govts shall change the entire demographic structure of the state of Arunachal Pradesh.
In this moment of crisis, every right thinking individual cutting across party lines, caste, creed & religion should come forward and extend support to the apex students' body in its movement till the repeal of the SC ruling.
