Ban on Paris Polyphylla trade

ITANAGAR, Sept 22: While exercising the powers conferred by Section 144 Cr.PC, Ravi Dhawan, District Magistrate of Lower Dibang Valley District has banned extraction, trading, selling and storage of Paris Polyphylla plant in the district.

Citing that Paris Polyphylla plant locally known as Jungali Katchu is a rare and endangered species having high medicinal properties and as reports of the extraction and trading of this rare and endangered medicinal plant was going on in the district, the decision was taken. It has necessitated the district administration to impose ban on extraction and trading of Paris Polyphylla plant in the interest of conservation of such rare and endangered species, the order said. The order shall come into force with immediate effect and shall remain in force till further order.

 

Moyong discusses prospects of Psg town expansion with Naidu

ITANAGAR, Sept 22: Legislator Kaling Moyong met Union Minister for Urban Development M Venkaiah Naidu in New Delhi recently and apprised him about the expansion prospects of Pasighat Town.

During the course of the discussion, Moyong said that Sile-Oyan, Bosing Banngo and Bogong Banggo areas including some parts of Mebo sub-division would be included under the ambit of Smart City in near future.

While highlighting the limited civic amenities in Pasighat town, Moyong stressed the need for improving various civic activities in the township. He, however, hoped under the Smart City Mission, the residents of Pasighat would get better civic facilities and the town would be developed as one of the best border cities in the country.

“Since the people of Pasighat are supporting the developmental activities, obtaining land under Right of Way for broadening of roads in the locality will also be supported by the people,” said Moyong.

 

AAPSU appeals for release of scholarship

ITANAGAR, Sept 22: All Arunachal Pradesh Students Union (AAPSU) general secretary Biru Nasi met Union Minister for Tribal Affairs Jual Oram on Sept 20 at New Delhi and requested him for release of the post-matric scholarships for ST students of Arunachal Pradesh for the session 2014 to 2016 which remains pending since last year.

While apprising the Minister of the hardships being faced by the thousands of students studying outside and  inside the state due to non- release of ST scholarship since last year, Nasi in a representation said, “Despite repeated pleas from the department of Social Justice & Employment and Tribal Affairs, Govt. of Arunachal Pradesh, the Centre is yet to release the fund for the session 2014-15.” Nasi also requested the minister to give instructions to the concern department for timely release of scholarship amount for the session 2015-16 as well.

 

Exemplary punishment for

rapists demanded

ITANAGAR, Sept 22: Hundreds of students and members of various civil societies and students’ body participated in a candlelight rally demanding justice for late Thuking Tikhak here on Sunday. Organised jointly by All Tirap Changlang Namsai Longding Students Union and Tangsa Students Union, the rally started from Akashdeep and culminated at Tennis Court, IG Park.

Tikhak, a B Com student of Margherita College, was raped and murdered on August 29 last by some labourers youths while she was on her way home.  Lamenting over the heinous act, MLA Laisam Simai, D K Mossang, Father Mathai, K Mamai, Director Tourism and Tokong Pertin, Director Trade & Commerce in unison demanded exemplary punishment for the culprits. They also called for not granting bail to the rapists. The march concluded with prayer by Father Mathai.

 

Weeklong Hindi Diwas celebration concludes at RGU

ITANAGAR, Sept 22: The weeklong celebration of Hindi Saptaah at Rajiv Gandhi University concluded yesterday. The programme was held to commemorate the nationwide Hindi Diwas celebration from Sept 14th to 21st. Various events like poem recitation, drawing competition, news reading, extempore speech, debate, letter writing, translation, cultural night, quiz competition etc were organised for the employees and students.

Prominent writer of state, Yeshe Dorjee Thongchi attended the programme and expressed his happiness over the development of Hindi in the state. He also emphasised on the need to preserve local Arunachalee dialects. Further he also motivated the students and gathering to expand the knowledge in the field of literature.

RGU Vice-Chancellor Prof. Tamo Mibang in his address stated that everyone should respect Hindi as it is official language of the nation.

Public meeting held to address power crisis

ITANAGAR, Sept 22: The Monggu Banggo Power Consumers’ Forum convened a public meeting today to resolve issues related to power irregularities at Monggu Banggo of Mebo sub-division.

During the meeting, the Forum demanded the authorities to isolate GTC and Raneghat GREF camp from the Mebo feeder unit, post separate JE against Namsing circle along with trained technical staffs in each villages of the circle, separate ST line along Mebo-Dhola road with 33/11 kV substation at the vicinity of either Kiyit or Ngopok village, deployment of new vehicle for mobility services besides, immediate restoration of damaged ST line at Gadum and Mer etc.

 

Anjaw KVK conducts training on IFS

ITANAGAR, Sept 22: A daylong training on “Integrated Farming Systems (IFS) for enhanced resource use efficiency and livelihood security of small and marginal farmers” was conducted by Anjaw KVK at Goilang today. Altogether 33 farmers including farm women and rural youths attended the training programme.

Addressing the participants as resource person KVK Anjaw Subject Matter Specialist (Agronomy) Khoisnam Naveen said the Integrated Farming System (IFS) is an economically viable option for enhancing farm productivity thereby improving the income generation of the poor farmers. It also helps in reducing the environmental degradation, he said.

Senpon Ngomle, SMS, Plant Protection, Soibam Peter, SMS, Social Sciences and Prasanta Mahanta, Farm Manager also spoke on different aspects regarding mushroom cultivation and IFS in fisheries sectors, stated a release.

 

ATI training on Establishment Rules commences

ITANAGAR, Sept 22: A three days training on ‘Establishment Rules’ in two batches, one for ministerial staff of Capital Complex and another for district administration employees, started at Administrative Training Institute (ATI), Naharlagun today. The training programme with cent percent course fee sponsorship of Department of Personnel and Training Govt. of India under its ‘training for all’ initiative is being attended by 50 participants-23 from Capital Complex and 27 from districts. ATI Director Pate Marik while inaugurating the training explained to the Govt. functionaries of the need to equip themselves with good knowledge of establishment rules for smooth office functioning. He said that non-application of relevant Service Rules was the root cause of corruption in governance. He advised the participants to develop the habit of reading rule books and improve work culture.

 

Revoke transfer order

ITANAGAR, Sept 22: The All Tagin Students’ Union (ATSU) has in a representation to the Director of School Education today sought cancellation of transfer order against Junior Teacher Navin Kumar Choudhary of Government Higher Secondary School, Daporijo.

Claiming that the GHSS, Daporijo has been facing shortage of subject teachers, the ATSU said that transferring of the said teacher would hamper the students’ education and appealed to DSE to revoke the transfer order at the earliest.

 

Training on special summary revision of electoral rolls

PASIGHAT, Sept 22: One-day special summary revision of electoral rolls cum training programme for EROs and AEROs of East Siang District was held in the DC’s conference hall here yesterday.

Presiding over the programme, DC cum DEO Isha Khosla called upon the officers to carry out their duties sincerely as per the ECI guidelines in order to prepare a transparent and error free electoral roll. Stating that it was the correct forum to rectify and clear all doubts, she asked them to attend the training programme sincerely. She expressed hope that names of all genuine voters would be added and the district would be able to obtain 100 per cent enrollment under EPIC.

DC reviews law & order situation

PASIGHAT, Sept 22: DC Isha Khosla reviewed the law and order situation of Pasighat township and adjoining areas in a meeting with the magistrate and police officers today

The DC while reviewing the crime related data, discussed about charge-sheets and production of UTPs and directed police and the officer in-charge in particular to bring the investigations to its logical conclusion in a time bound manner. She instructed the DTO (MV) and the police to check vehicular movement regularly at different locations in the township.

All unregistered vehicles have to be registered immediately and two wheelers without valid documents and helmet should be penalised, she further directed. People should not be allowed to park their vehicles on congested roads and police personnel on duty should ensure proper parking, road safety and traffic management. Magistrates would visit the market areas on regular basis for immediate redressal of any security or law and order problem. Administration will ensure regular patrolling in the township, especially in market areas, patrolling would be intensified to contain crime rate and a collective effort is required to put culprits behind the bars, she opined.

Khosla also laid emphasis on containing stray animals and for proper street lighting in prominent locations to make Pasighat a safe and secure place live in. DIPRO

APPDSU express concern over slow progress of investigation

ITANAGAR, Sept 22:  The All Papum Pare District Students Union has questioned the delay in carrying out the investigation by SIC against the Education Minister and his OSD Dr. Apurva Ranjan for their alleged involvement in corruption. APPDSU claimed that even after passing of five months since the case was handed over to SIC, the investigation agency has failed to submit the final report of the case. The union questioned the role of state government, SIC and Itanagar police in this regard.

ITANAGAR, Sep 22: Bamang Taji FC (BTFC) defeated Nirjuly Youth Welfare Association (NYWAFC) 5-1 in a group level match in the 4th Abotani State Level Football Tournament at RG Stadium, Naharlagun today.

Mimi and Mito win men's double title in Keh-meh-ha Badminton C'ship

ROING, Sep 22: Durbo Mimi and Sachin Mito won the men's double of the Central Keh-meh-ha Badminton Championship 2015 after defeating Emumi Mega and Naveen Bhardwaj in two straight sets 21-16, 21-12.

Sipa Mena and Jariya Mega defeated Elipey Linggi and Elape Umpe in the women's double finals 17-21, 21-16, 24-22, while in the veteran's category, Ambra Mena and Naveen Bhardwaj won against Pranko Miso and Jitu Miri in two straight sets 21-7, 21-12. Lastly, in the men's singles, Tao Dele was defeated by Preedi Mimi in the deciding set 18-21, 21-19, 22-24.

Environmental orgs accuse EAC of bending ecological norms and legal stipulations

ITANAGAR, Sept 22: Reacting to the decisions taken by the Expert Appraisal Committee (EAC) on River Valley Committee, held on Aug 24-25, 2015, nine environmental groups including South Asia Network on Dams, Rivers & People (SANDRP) said that the EAC seems to be bending every ecological norm, facts and even legal stipulations to push ahead with every project that the government wants them to clear.

“Some of the subjects discussed and recommended by the EAC are not even on the agenda put out in public domain. These include projects of far reaching implications. This kind of decision making is completely imprudent, improper, unacceptable and legally untenable”, it said.

It said that the decision of EAC to clear Cumulative Impact and Carrying Capacity Study of Subansiri sub-basin including downstream impacts was shocking as it was not on the agenda of the EAC meeting. There is no plausible reason why the EAC decided to even consider this study when it was not on the agenda, it said while adding that the study has not done downstream social impact assessment or public consultations in the downstream area. The organisations called recall of the  EAC decision.

It also questioned the Reduced Time frame for Cumulative Impact Assessment studies. The site specific baseline study is required for all the seasons, preferably it should be for two years so that seasonal incongruity is taken care of, said the organisations.

It further said that EAC studies have not been done and yet approves the Tawang Basin study.  

The explanation given for no public hearing that “extensive consultation at village level covering both influenced and impacted villages did take place during the period of report preparation” is clearly not acceptable, since the final study was not there during such consultations and in any case, proper structured consultation process involving legally empowered independent panel is very different than informal consultations, it said.

The explanation given by the EAC for no downstream impact assessment is puzzling, the organisations. Tawang River falls beyond the international boundary in Bhutan territory, it is not feasible to conduct the downstream impact study within a short span of time. In view of this, the committee did not find the downstream impact assessment study essential for Tawang river basin.” The organisations said that it was an admission that no downstream impact assessment has been done, which is the most important issue in North East India today, and to approve the Tawang basin projects and basin study without such an assessment is clearly going to make the projects and the study without any public acceptance.

There is already strong resentment and opposition due to the impacts of the Bhutan projects in Assam and similar will be the situation with respect to Tawang basin projects in Assam. The peaking power operation of the Tawang basin projects will also have downstream impact assessment, which has not been studied.

 

 

Centre expedites environment clearance process for Greenfield Airport, says Union Minister

NEW DELHI, Sept 22: The Union Civil Aviation Ministry is expediting the process of environment clearance for the Greenfield Airport and that the progress is satisfactory. This was informed by Union Minister of Civil Aviation Ashok Gajapathi Raju when Chief Minister Nabam Tuki called on the former at New Delhi today to primarily discuss the issue of Greenfield Airport at Hollongi, among others.

It may be mentioned that the Ministry of Water Resources has been supportive towards the project and is coordinating with Environment Ministry for clearing the issues.

The Union Minister while assuring his commitment to laying the foundation of the Greenfield Airport at an early date, mentioned that due diligence has to be observed for following the environmental norms before commencing the works related to the Airport.

Tuki also raised several other important issues including the possibility of introducing Boeing Services to and from Lilabari Airport for the benefit of the people of the state and also those from the North Bank of Assam. While submitting an appeal to this effect to the Union Minister, Tuki stressed on the need to introduce regular flights operated by private/public operators so as to facilitate connectivity to the national capital via Guwahati.

The Union Minister assured that he would pass on necessary directives to the operators to introduce regular flights in this sector.

The Union Minister further apprised the Chief Minister that works pertaining to the Tezu Airport is in progress and the Ministry is taking measures to expedite the same.

They also discussed the status of the Advanced Landing Grounds (ALGs) and the possibility of including civilian enclaves in all the seven ALGs to accommodate movement of civil aircrafts owing to the remoteness of the places.  (CM’s media cell)

 

 

VC cautions against mushrooming of B.Ed. colleges without quality

ITANAGAR, Sept 22: RGU Vice-Chancellor Prof. Tamo Mibang has cautioned against the mushrooming of B.Ed. colleges with less quality in the state. Hope knowledge is delivered to the learners and ensure that proper monitoring is there, the VC said in his inaugural address at the one-day workshop on sensitising the two year B.Ed. Course and CBC System which was organised by the Rajiv Gandhi University at Rono Hills today with an objective to sensitise its nine affiliated teacher education colleges spread across the state.

Mibang said, “An organization should not measure the imparting of education in terms of business, rather they should be there for meeting the aspirations of the society by becoming a centre of excellence with focus on quality teaching and the teachers should be the replica of quality.” He reasoned that maintaining the ratio of good quality faculty is a problem in an institution and the problem is more so in privately run colleges.

Regarding the workshop, he said that the workshop was the outcome of long deliberations and debates in various national level meetings and round-table sittings of the Vice-Chancellors’ conferences.  Pointing out the fact that Arunachal Pradesh has been a late starter in the field of education, he observed that the state has since long followed the old system of education. He said that the RGU has introduced the challenging Choice Based Credit system of education considering the need of reformations. Such reformations should be equally shouldered by the colleges, he added. The VC further said, “since it is a new programme there will be some hurdles and this workshop will give a clear picture on practical parts, evaluation, grading and declaration of results.”

Speaking on the occasion, RGU Registrar Prof. Rachob Taba was optimistic that the workshop would set a benchmark and will give a sparkling result towards sensitising all the participating colleges which will be beneficial in quality enhancement. It is high time to retrospect to see the good and grey areas in the education system, he said. Appreciating the teacher educators, he said that teaching a teacher properly is very crucial as they further shape the society.

The convenor of the workshop and the Deputy Registrar Academic, Dr. David Pertin delivered a brief account on the conduct and importance of the workshop.

Prof. Jayadeba Sahoo, Dean of Education and chairman of the workshop and head of the Department of Education Prof. T. Lhundim also spoke on the occasion.

Senior faculty members from the department of Education Prof. K.C. Kapoor, Prof. J. Sahoo and Prof. T. Lhungdim and Dean, faculty of Commerce and Management Prof. R.C. Parida, and Deputy Registrars - Dr. Nani T. Jose and Dr. David Pertin were the resource persons. They imparted first hand information and expertise on varied areas such as NCTE guidelines and its related issues, CBCS & its implementations, practicum, internship, internal assessments and class management, examination issues during the two brainstorming technical sessions.

The workshop also marked a lively interactive session at the end where many queries and doubts were cleared by the panelists. Altogether 17 delegates comprising of principals, directors, managers and faculty members from nine affiliated teacher education colleges took part in the workshop, according to an official release.

 

 

Triumphant karate team returns to heroes’ welcome

ITANAGAR, Sept 22: The triumphant state karate team returned home from the Commonwealth Karate Championship to a heroes’ welcome by the karate family at Naharalgun Railway Station today morning.

The medal winning players along with their coaches S. Deben Sharma and L. Marik were garlanded with flowers and presented bouquets by Arunachal Karate Do Association (AKA) President Shihan Likha Tara and his wife on their arrival at the railway station from New Delhi.

The karatekas from the state won 12 medals, six gold, four silver and two bronze medals, and they were Atum Sono (Gold), Nabam Radhe (Gold), Mojum Dodum (Gold), Kamku Tallo (Gold), Raja Yangfo (Gold) and Johny Manghiya (Gold), Biplob Devnath(Sil), Sinne Mikhu (Sil), Lipin Ete (Sil) , Tade Bayer (Br), Gyadam Doka (Br) and Yorjum Sera (Br).

Later, they were felicitated at a function organised at Shoto-Kan Karate Headquarters, Naharlagun.

This was the best ever performance by Arunachal Pradesh in any national or international karate championship, said an elated Tara. Apart from the players’ hard work and determination, he attributed the success of the team to the coaches and instructors.

He also lavished praise on the officers of Sports Authority of Arunachal (SAA) for extending all support and help for the outstanding performance of the state karate team.

Newly appointed SAA Vice Chairman Gechi Doke and Joint Director (Dept. of Youth Affairs) Ramesh Linggi also attended the function and lauded the efforts of the players, coaches and instructors for the splendid show. Both Doke and Linggi expressed their happiness and satisfaction over the performance of the players.

Earlier, India Coach and AKA General Secretary, L Marik briefed on the overall performance of the team and described it as best ever one. He said that highly-rated players from 11 Commonwealth countries, including host India, participated in the Championship and winning medal in such highly competitive championship, particularly in senior category, is praiseworthy indeed. P Jamoh Nobin won the first Commonwealth Karate medal from the state in senior category in the 7th edition of the championship held at Canada in 2013. He bagged two silver medals. This time, two players, Johny Mangkhiya and Sinne Mikhu bagged one Gold and Silver medal respectively in senior category. While Johny clinched her gold medal in Female U-21 individual Kumite, Sinne bagged the silver medal in Male U-21 individual Kumite, Marik said.

Lipin Ete won the first medal of the country in Kata event in Sub-Junior (Below 9 year) Individual Kumite, he said, and hoped the state will win more medals in the next edition of the championship to be held in New Zealand in 2016.

AKA officials, instructor, senior players including Yarda Niki, Dr. Marli Ete, Charu Tatung, Biki Punung, senior players and instructors Nanu Sangha and karate students were present on the occasion among others.

Meanwhile, messages congratulating the victorious karate team are pouring from sports officers, officials and heads of various sports associations.

Secretary (Sports and Youth Affairs) Dani Salu and Director (Sports) Tadar Appa congratulated all the medal winning players, the coaches for their outstanding performance in the Championship bringing laurels to the state and country as well.

“The karetekas of the state who won global laurels for Arunachal Pradesh deserve salutations for being the role models by adding a new chapter to state’s sports sector,” said Arunachal Weightlifting Association president Abrham K Techi.

Abraham, also vice president of Indian Weightlifting Federation, said that the achievements of the karatekas after prolonged and painstaking hard work needs to be emulated by their compatriots to march ahead to win such glory for the nation.

 

 

Ering announces fund for flood protection measures

NAMSAI, Sept 22: Lok Sabha Member of Parliament (MP) Ninong Ering had announced a grant of Rs. 10 Lakhs for immediate flood protection measures at Chongkham, Rs. 12 Lakhs for Namsai, Rs. 10 Lakhs for Silatoo and Rs. 10 Lakhs for Dirak Miri in Lekang Circle. Further he also announced Rs. 15 Lakhs for construction of two community halls at Piyong and Rs. 3 Lakhs for irrigation channel at Jona – I village. He made this announcement after conclusion of his extensive tour to flood affected areas of Namsai district recently.

Earlier, during the tour he conducted meetings with the GBs, Panchayat leaders and public at Piyong, Mahadevpur and Chongkham. He also had discussion with Agriculture, Horticulture, AHV & DD Minister Chowna Mein, Parliamentary Secretary, Chow Tewa Mein and MLA cum Chairman AP Bamboo Development Agency, Chau Zingnu Namchoom and DC R. K. Sharma. During the course of discussions, he advised to submit plan and project for long term flood protection measures to NEC and Govt. of India through concerned agencies of state government. The MP added that he would pursue the matter with the concerned ministries at the Central level. Martyr’s family crying for Govt’s attention

RUKSIN, Sept 22: The hundred year old lady Opet Moyong is still remembering the ominous day, when Assam Rifle jawans associated with her husband conveyed the message of her husband’s death at the Indo-China border. Her tired eyes cannot hide the agonies of an ill-fated lady though she looks quite safe living with her family.

Sudden death of her husband, Eda Moyong was a severe blow for Opet, who once passed several sleepless nights embracing her four little children.

Late Eda Moyong, a Public Interpreter (PI) under NEFA administration, was deputed to lead a military troop deployed along Indo-China border on the eve of Chinese Aggression. He died in an accident while on duty at Tuting near Indo-China border in October, 1962.

Born in 1910, Late Moyong had grown up at Adi Pasi village and concluded his educational career in Class-II standard at Adi Pasi. Later he joined as PI in 1945.

In the course of time, Late Moyong’s wife Opet, along with her sons, migrated from Adi Pasi to Debing village presently under Ruksin circle in East Siang district in 1975 and is still residing there.

The old lady is now living a life of quite discontent on the fact that government has not yet recognised her husband as a ‘martyr’. She feels that the government should honour her as the nearest kin of Late Moyong, who had sacrificed his life for the country.

 

 

UNDP to  extend support in State Govt progs

NEW DELHI, Sept 22: United Nations Development Programme (UNDP) will provide support in implementation of Arunachal Vision 2030 and CM’s Mission on Skill Development and Employment Generation in Arunachal Pradesh. In a meeting with Chief Minister Nabam Tuki here today, the Country Head of UNDP India, Dr. Jaco Cilliers while lauding the initiatives of the state government expressed the willingness of his organisation to support the state in these two programmes.

Dr. Ruchi Pant, Programme Analyst of UNDP India, who was also present in the meeting, offered to explore other areas of collaboration with the State Government including Disaster Management, Medicinal Plants, Eco Tourism Development, Bio Diversity conservation among others.

Tuki while outlining the priorities of his Government suggested that multi-lateral agencies like UNDP should work hand in hand with the State and focus in long term collaborations in improving the livelihoods of the people in a sustainable manner. He said UNDP could play a major role in capacity building of communities which are perennially affected by natural disasters. He also called for strategic support from UNDP in organic certification so as to increase the market competitiveness of organic products of Arunachal Pradesh. A team from UNDP India will visit Arunachal Pradesh next month and finalise the modalities of collaboration after discussion with senior officials of the Government of Arunachal Pradesh. Manjushree Vidyapeeth Orphanage gets new building

TAWANG, Sept 22: Tawang MLA and Aruncahal Pradesh State Pollution Control Board chairman, Tsering Tashi inaugurated a well-equipped four storied new academic building at Manjushree Vidyapeeth Orphanage (MVO) amidst consecration prayers by Buddhist monks.

The building with 50 spacious rooms, with the provision of higher secondary level, is built at the cost of Rs 4.06 crore with assistance from sponsors worldwide.

MLA Tashi felicitated the sponsor and her five Japanese colleagues, wherein he extended his gratitude for creating a home away from home for the orphans and the handicapped.

Terming it as an historical day for the orphanage, he said that the noble endeavour of the sponsors towards the development of Monpa society will be engraved in golden letters in the history of Mon region.  

Further, lauding the untiring service of the teachers and the staffs, he pledged all possible assistance on his behalf and committed to donate an ambulance for the orphanage.

Tashi was accompanied by foreign sponsors from USA, visiting dignitaries from Japan, district Head of Departments and parents.

Dr. Kazuko Hillyer Tatsumura, the prime sponsor and a philanthropist, called on the students to strive hard for perfection and to excel in every chosen field.

She presented i-pods to MVO headmaster Amar Gurung and collegians of the orphanage and felicitated the project workers of the new academic building.

Earlier, Lama Thupten Phuntsok, Padmashree awardee, founding Director of MVO, threw light on the progress of the orphanage.

The orphanage was founded in 1998 with 17 children. Now it houses 275 pupils, he informed.

The curtain on the inaugural function was finally drawn after the felicitation of Dr. Kazuko and Lama Thupten Phuntsok by the guardians.

Tawang DFO Sangey Tsering, ZPC Jambey Tsering and Tawang BCCI president Tenzin Monpa also attended the function. (Tawang Vigilance)

 

 

Blood donation camp conducted at RGGP

ITANAGAR, Sept 22: A blood donation camp was today organised by the NSS unit of Rajiv Gandhi Polytechnic, (RGGP) Itanagar in collaboration with Arunachal Pradesh State Aids Control Society (APSACS), RK Mission hospital and Arunachal Vivekananda Yuva Shakti (AVYS) in the college campus.

About 55 units of blood were collected during the camp. The blood will be kept at Blood Bank, RK Mission Hospital, Itanagar for further distribution to needy patients.

Earlier in the camp, Dr. Nabam Budh, Deputy Director (BTS & SBTC), APSACS as resource person on Blood Donor Motivation Programme, highlighted in brief about the importance of voluntary blood donation. In the question answer session, Dr. Budh allayed various myths and misconception related to voluntary blood donation. He called upon the students and faculty members of the institution to inculcate the noble habit of blood donation. Blood collected through blood donation camps are vital for saving the lives of innumerable hospitals patients, he added. Dr. LR Chaudhary, Blood Bank Officer, RK Mission Hospital appealed all the healthy citizens of the state to donate blood once in three to four months which not only tide over the acute shortage of blood in the hospitals but also enhances health of the individual donor. Principal RGGP, Dr. A.K Thripathy thanked NSS unit and RK Mission medical team for organising the event.

The technical support for the camp was provided by RK Mission Hospital, Itanagar. The other officials present on the occasion were Dr. VN Sharma, NSS State Liaison Officer, Chukhu Mama Lecturer & NSS Officer, RGGP and volunteers of AVYS. It is to be noted that volunteers of AVYS regularly take part in such blood donation camps.

 

 

Collapsed bridge on PMGSY road remains un-repaired

PASIGHAT, Sept 22: An RCC bridge over Sinyan river near Sikko-Bine village in Upper Siang district, which had collapsed on June 4, 2015 has not yet been reconstructed by the executing department and is causing immense problem to commuters.

Construction of road with the collapsed 15-mtrs span minor RCC bridge under the Pradhan Mantri Gram Sadak Yojana (PMGSY) scheme (Package No- AR/13/03/001) linking PWD road with Sikko-Bine village is being executed by Yingkiong division of Rural Works Department (RWD).

Documents collected under RTI Act have revealed that the contractor concerned did not carry out bridge construction as per specification. The project engineer concerned, who submitted inspection report about the RCC bridge noted that, thickness of the ‘deck slab’ was 60-cms instead of 85-cm, while 16 mm road for longitudinal bars instead of 32-mm diameter was used. Thus, cement used for the work was of very poor quality. The contractor and sub-contractors have been found irresponsive to departmental instruction/ specification, which resulted collapsing of the bridge before completion of the project.

Caving in of the RCC bridge along the PMGSY road had reportedly injured two persons, and it had evoked massive reactions of the local people, who demanded high level inquiry into the anomalies in the construction works.

RTI information further revealed that the original documents pertaining to ongoing construction of the road from PWD road to Sikko-Bine village (under PMGSY) was seized by SIC, Itanagar and investigation is on till date.

Focus on governance

Once again BJP government at the centre is in news for all the wrong reason. Government of India today had to withdraw the draft of National Encryption Policy. The proposed policy document triggered widespread privacy concerns and generated a heated debate. The language of the draft was open to interpretation and implied that all citizens who use encryption services should store in plain text versions of encrypted communication for 90 days. So this may imply that one have to store WhatsApp messages for 90 days or face action in case asked to reproduce old messages.

Many saw this policy as infringement on their right. Especially the internet users were worried that government is trying to enter into the private space. Telecom minister Ravi Shankar Prasad while announcing the government decision to withdraw draft, clarified that it is just a draft and not a policy of the government. However it is believed that due to backlash from citizen the government of India had to climb down. It’s unfortunate that instead of fulfilling the promise made during election BJP government is busy trying to curb the rights of the citizen. BJP is harming its own image by taking many anti-democratic steps like promoting ban culture. Party should realize that people of India is restless and are desperately waiting for government to implement all the electoral promises. The ban culture associated with BJP is seriously harming the image of party. The party has been strongly criticized for concentrating on issues like meat ban instead of focusing on governance. In many BJP ruled states the issue of meat ban has taken over the governance.

Father of development, not Bangladeshis

Dear Editor,

This is regarding Speaker of Legislative Assembly Govt. Arunachal Pradesh Nabam Rebia, who has been dubbed as father of Bangladeshis in social network.

I voted in 2009 Assembly Election for the first time in which Nabam Rebia was elected as local M.L.A of 14th Doimukh Assembly Constituency.

Again in the last elections, he was elected uncontested MLA of 14th Doimukh Assembly Constituency and became Speaker of Legislative Assembly, Govt. of  Arunachal Pradesh. His knowledge and potentiality cannot be challenged as he has been one of the longest serving MP of Rajya Sabha representing our state.

In these all elections, 1 have never felt that my valuable vote has gone in vain as I have personally found him to be dedicated, sincere, enthusiast, caring and learned leader. He is a practical man, not of mere words. He leaves no stone unturned to fulfil the dreams of his people and his principles are based on welfare of people only.

After Nabam Rebia ascended into power as a MLA; I have seen drastic changes in our constituency. Now, we have National Institute of Technology (NIT) at Jote, Film and Television Institute (FATI) at Jollang, State Law College (SLC) at Jote, Eco Tourism Spot (ETS) at Jote, Bamboo Industry at Poma and many more developmental activities like construction of road connecting Balijan and Tarasso without touching any part of Assam keeping safety as the prime motto for the people of Tarasso are under his credit.

Further, since very beginning as a students' leader, he has been very active towards Bangladeshi and Chakma issues. And have never been the supporter of the infiltrating Bangladeshis or the Chakmas. He has been a true leader and always cared for the safety, security and development of his people. And in doing so; in many accounts he put his life into risk while taking up various issues relating to boundary disputes.

As a local youth of his constituency, I personally salute him for his noble and tireless works towards the people of 14th Doimukh Assembly Constituency and the State as whole. Through this esteemed daily I would like to give him the title “Father of Developmental Activities, not the father of Bangladeshis”.

Clean water is our birth right

Dear Editor,

Through your esteemed daily, I would like to express my deep anguish and resentment that Koloriang in spite of being the district headquarter of Kurung Kumey district for a decade is still suffering from scarcity of drinking water. Even though it is fully surrounded by big river and perennial streams, the denizen of Koloriang are still facing a tough time with lack of drinking water. At present the water which is provided by PHE department is not at all suitable for human consumptions and any kind of household activities other then throwing it away. The moment you open the tape you can see muddy water being poured out. It is fully contaminated. One can see tadpole, snails, human hair and some kind of garbage materials. I do not know how far it is true but once I heard someone complaining that they found even a small baby snake in their bathroom which came out from the water pipe. And God knows what kind of bacteria must be present in that water which we receive and are not visible with our naked eyes.

And when one takes up this issue with the PHE department, who is responsible to look after this, they are least bothered. Every day you get to see general public repairing their own colony pipe line as they don’t receive any water in their house due to negligence by the PHE staff especially people living in Lower Koloriang, i.e, from CRPF Camp to VKV School.

Lots are to be done by the concerned department to resolve this crisis as we all are well aware that lack of proper drinking water is one the main reasons for which people are suffering from water borne diseases like typhoid, dysentery and many more. If this continues then rate of infected people due to consumption of contaminated water will be very high.

So, I request the officer and the other working staff of Public Health department, Koloriang to look into this matter very seriously. As we all know that water is the most essential part of our life and to get regular and clean drinking water is every citizen’s birth right.

Citizenship not at the cost of indigenous community

Dear Editor,

The recent Supreme Court Ruling directing the Centre and the Arunachal Pradesh State Govt. to grant citizenship to the Chakmas & Hajongs settled in the state within three months has come as a shock to many including the undersigned. As the final hearing for the case based on the petition filed by Committee for Citizenship Rights of the Chakmas (CCRC) was nearing, many of us were jubilant that the apex court's decision would uphold the hopes & aspirations of the indigenous people of the State. But with the recent ruling, all hopes have been belied. Since the very moment, the natives have expressed their opposition to the settlement of the Chakmas & Hajongs in the State with the All Aunachal Pradesh Students' Union (AAPSU) taking the lead. One cannot forget the numerous movements launched by the apex students' body of the state for deportation of the refugees including the “Refugees go back movement of 1995".

Yes, it is an accepted fact that  the Chakmas & Hajongs were displaced from their original homeland in the Chittagong Hills Tract in Bangladesh with the construction of the Kaptai Dam by the then East Pakistan Government. The construction had submerged large tracts of cultivable land in Chakma areas resulting in their large-scale migration in 1964-1969. As a fellow human being, we sympathize with the hardships they are facing since the last many years and also appreciate the concern shown by the Hon'ble Supreme Court bench that had passed the ruling for their well-being. But the well-being of the refugees should not come at the cost of the interests of the indigenous Arunachalees.

Our State is already battling the menace of illegal Bangladeshi migrants which have been checked upto some extent with Inner Line Permit(ILP). No individual or organization including the AAPSU has ever voiced its opposition to settlement of refugees (Chakmas & Hajongs) in other parts of the country.

Any such move shall be greatly be welcomed by the people of Arunachal Pradesh. But their continued stay in a protected state like ours shall always be considered as a threat to the interests of the indigenous tribes of the State.

Granting of Citizenship rights to the refugees shall set a new precedent which will be disastrous for the nation in the long run and will definitely embolden other groups to take legal recourse for securing Indian citizenship. There is an urgent need for the SC to reconsider its appeal in greater interest of the nation as the SC ruling if implemented by the Union & the State Govts shall change the entire demographic structure of the state of Arunachal Pradesh.

In this moment of crisis, every right thinking individual cutting across party lines, caste, creed & religion should come forward and extend support to the apex students' body in its movement till the repeal of the SC ruling.
